If cold water is reaching the shower and water temperature is still piping hot then the issue here will be the Victoria Plumb thermostatic cartridge. The thermostatic cartridge is the heart of the valve which mixes the hot and cold water together to output the desired temperature.

Your shower valve is only outputting piping hot water which means the cartridge isn't mixing the hot and the cold. The cartridge you have has now worn out and needs replacing. A new Victoria Plumb thermostatic cartridge should make your shower run like new and you shouldn't experience this problem anymore.

Question: There is water leaking out of the front of the Victoria Plumb thermo cartridge from where the handle connects onto the cartridge.
Answer: From your description it sounds like the water is leaking from the silver-coloured e-circlip. If this is the case then there are some seals within the heart of the cartridge which have failed. If these seals have failed, other parts of the cartridge will have worn and will need replacing so a new cartridge for Victoria Plumb is required.

Question: I'm only getting cold water coming out of the shower even though I know the shower is getting hot water.
Answer: The problem will be the thermostatic cartridge so you'll need to replace it. Hot and cold water is entering the valve and into the thermostatic cartridge but at this point, the cartridge isn't working so the water is outputting at the temperature at which the cartridge failed at.
